The working conditions thus detailed and the scale of benefits for industrial accidents and occupational diseases for internees shall not be inferior to the conditions of employment and the scale of compensation for accidents at work and occupational diseases applicable to work of the same nature in the same district. The parties to the conflict may, either unilaterally or by special agreements, place neutral observers on board their ships to verify strict compliance with the provisions of this Convention. 6 The Contracting Party which controls a place governed by such an agreement must, as far as possible, identify it by signs agreed with the other Party, which appear where they are clearly visible, in particular within its reach and at its borders, as well as at motorways. 3. A Contracting Party which receives a request for prior agreement in accordance with Articles 26, 27, 28 (paragraph 4) or 31 shall notify the requesting Party as soon as possible: the application of the Conventions and this Protocol and the conclusion of the agreements provided for therein shall not affect the legal status of the parties to the conflict. Neither the occupation of a territory nor the application of the Conventions and of this Protocol shall affect the legal status of the area concerned. The proposal at the time led to the creation of the Red Cross in Geneva. In 1864, the latter led to the Geneva Convention, the first codified international treaty covering sick and wounded soldiers on the battlefield. On August 22, 1864, the Swiss government invited the governments of all European countries as well as the United States, Brazil, and Mexico to an official diplomatic conference. Sixteen countries sent a total of twenty-six delegates to Geneva.
